Add the chopped coriander, garlic paste, chilies, sugar, and season with salt. Fry for 1 minute.
Add the whitebait or herring, stir to mix, and add the lime juice.
Reduce the heat, cover, and simmer for 10 minutes, or until the fish is cooked. Sprinkle the garam masala over the top just before serving.
