Sift the flour and salt into a bowl, then mix in the oil or ghee, add the pepper and mix well.
Slowly add enough water to make a stiff dough.
Divide thedough into 16-18 equal portions.
Roll out each portion on a lightly floured surface into a thick disc, about 8cm / 3 inches in diameter. Prick each disc on one side with a fork.
Heat enough oil or ghee for deep-frying in a kadhai or deep, heavy-based pan to 180'C / 350”F. or untila cube of bread browns in 30 seconds.
Working inbatches, drop 4 discs at a time carefully into thehot oil and deep-fry, turning frequently, for about 5 minutes, or until golden brown.
Remove with a slotted spoon and drain on kitchen paper (papertowels). Allow to cool completely, then serve or store them in an airtight container.
