Heat the oil in a large, heavy-based pan over medium heat, add the mustard seeds and cumin seeds, and stir-fry for 1 minute, or until they start to splutter.
Add the dal and stir-fry for a further 1 minute, or until they change colour, then add the cauliflower and just enough water to cook the vegetables.
Reduce the heat and simmer for about 5 minutes, or until the cauliflower is almost done. Season with salt, add the pepper and, stir. Remove from the heat and keep covered for a further 5 minutes.
