Put the gram flour, chilli powder, 1/2 teaspoon turmeric, and sugar in a large bowl. Season with salt and mix together.
Heat the oil in a deep, heavy-based pan over medium heat, add the mustard seeds, asafoetida, and the remaining turmeric and, stir-fry for about 1 minute.
Add the green peppers and cook over high heat for a few minutes until they are half tender.
Reduce the heat to medium and add the gram flour mixture. Mix well until the peppers are well coated with the flour. Cook for a further 5 minutes until the peppers are crisp and golden.
Serve hot, garnished with coriander leaves.
