Mix the rice flour, salt, and coconut water together in a bowl to make a moist but powdery dough.
Fill a tube with 3 spoonfuls of grated coconut, then dough, then continue to fill alternately until the dough and coconut are finished. The fillings should be tight at each step.
Put the lid on and steam in the puttu maker for 7 minutes.
Remove from the heat and tilt the cylindrical-shaped puttu onto a serving plate. Break the puttu at the coconut joints and eat with bananas and sprinkle with sugar.
A special pan called a puttu maker is needed to make these Keralan snacks. The puttu maker comes in two parts: the lower part is a steamer and the upper part is a cylindrical tube where the rice and coconut are placed. The upper portion has a perforated lid at the bottom where steam rises up from the steamer and a tight-fitting lid at the top with small holes to allow the steam to escape.
